I have got Btech 3802 rank can i get admission in Maharaja Agarasen or any other top colleges of IP?

hey...kud anybody plz tell me why ansal is ranked so low in-spite of having one of the best infrastructure and other facilities...m only talking about the colleges affiliated through I.P. university ???
